Andhra Pradesh Tops 'Ease of Doing Business' Rankings 2019 For The 3rd Time in a Row

• Andhra Pradesh retained its top position in ease of doing business ranking 2019, followed by Uttar Pradesh and Telangana.
• Uttar Pradesh jumps 10 places in the rankings to reach the 2nd spot from the 12th spot in the 2018 ranking while Telangana slipped from 2nd to 3rd position.
• Delhi was in the 12th position on the ranking list. The national capital jumped 11 places from the 2018 ranking of 23rd position.
• In the World Bank's latest 'Doing Business' report, India has jumped 14 places to the 63rd position.

Andhra Pradesh for the third time in a row has topped the ease of doing business ranking 2019 of states and Union Territories, followed by Uttar Pradesh and Telangana.

The commerce and industry ministry released the 'State Business Reform Action Plan 2019' (BARP) ranking on Saturday, which shows how Indian states have fared in enhancing Ease of Doing Business.

Uttar Pradesh from North India, Andhra Pradesh from South India, West Bengal from East India, Madhya Pradesh from West India, and Assam from North East India topped the ranking. Among Union Territories, Delhi bagged the top spot.

Uttar Pradesh jumps 10 places in the rankings to reach the 2nd spot from the 12th spot in the 2018 ranking while Telangana slipped from 2nd to 3rd position. Telangana was followed by Madhya Pradesh, Jharkhand, Chhattisgarh, Himachal Pradesh, Rajasthan, West Bengal, Gujarat, and others, in that order.

Delhi was in the 12th position on the ranking list. The national capital jumped 11 places from the 2018 ranking of 23rd position.

The parameters for evaluating ranks include areas such as construction permits, labor regulation, environmental registration, access to information, land availability, and single-window system.

While releasing the report, Sitharaman said the ranking makes states and UTs a better place to do business.

The Department for Promotion of Industry and Internal Trade (DPIIT) developed the Action Plan for State Reforms in 2015. It started the program for reforms in partnership with state governments and Union Territories to make it easier, simpler, and quicker for businesses to operate.

These reforms cover the entire lifecycle of the business and aim at reducing the compliance burden on industry significantly. The plan is designed keeping in mind 2 factors: Measurability and Comparability across States.

“This ranking is based on the implementation of business reform action plan. The government of India has been making efforts to streamline business regulation through a single-window system, labor law reforms, reforms in the Disputes Act, etc. to make doing business quick and economical,”  Piyush Goyal said.

“India’s steadfast commitment to reforms is evident from the steady climb from 142nd rank in 2014 to 63rd rank in 2019 in World Bank’s Ease of Doing Business Ranking,” he added.

In the last ranking released in July 2018, Andhra Pradesh had topped the chart, followed by Telangana and Haryana.

Releasing the report, Sitharaman said that states have taken the exercise in its true sense and it would help states and UTs to become a better place to do business. The exercise is aimed at promoting competition among states with a view to improving the business climate to attract domestic as well as foreign investments.
